The Asia-Pacific region, recently renamed Indo-Pacific to better incorporate the Indian subcontinent, was, until the war in Ukraine, the main point of geopolitical tension in a world order undergoing ideological reconfiguration, in which liberal democracy is increasingly challenged. The region remains a priority for the Western world, even if its attention and means are temporarily diverted. Led by a team of specialists of the English-speaking world, this project aims to analyze how, based on perennial and firm alliances (Five Eyes Alliance, 1941; ANZUS, 1951), established in times of conflict (World Wars I and II, the Cold War), Australia, the United States and the United Kingdom are strengthening their partnerships and their power in the region, politically, militarily, economically and culturally, with France also playing its hand. From the Quadrilateral Security Dialogue (2007) to AUKUS (2021), through the strengthening of economic and cultural alliances with Asian allies, notably Japan, South Korea and India, the Western allies are seeking to take the leadership of the democratic “camp” in the face of Chinese expansionism and the new Beijing-Moscow axis. However, their interests are not always convergent and, beyond great power competition and the resurrection of an ideological war, their respective domestic political interests can thwart the effectiveness of the alliance.

L’Asie-Pacifique, récemment rebaptisée Indo-Pacifique pour mieux y inclure l’Inde était, jusqu’à la guerre en Ukraine, le principal point de tension géopolitique d’un ordre mondial en pleine reconfiguration idéologique, dans lequel la démocratie libérale est de plus en plus contestée. La région demeure prioritaire pour le monde occidental, même si attention et moyens se trouvent temporairement détournés. Porté par une équipe de spécialistes des pays du monde anglophone, ce projet s’attache à analyser comment, à partir d’alliances historiques et solides (Five Eyes Alliance, 1941 ; ANZUS, 1951), établies en période de conflit (guerres mondiales, guerre froide), l’Australie, les Etats-Unis et le Royaume-Uni renforcent leurs partenariats et leur puissance dans la région, au plan politique, militaire, économique et culturel, la France jouant également sa carte. Du Quadrilateral Security Dialogue (2007) à AUKUS (2021), en passant par le renforcement des alliances économiques et culturelles avec des pays asiatiques alliés, notamment Japon, Corée du Sud et Inde, les alliés occidentaux tentent de prendre le leadership du « camp » démocratique face à l’expansionnisme chinois et au nouvel axe Pékin-Moscou. Leurs intérêts ne sont cependant pas toujours convergents et, au-delà de la compétition entre grandes puissances et de la résurrection de la guerre idéologique, leurs intérêts de politique intérieure respectifs peuvent freiner l’efficacité de l’alliance.
